Time Limit Action and activityAbsoluteDurationLimit

I am currently working on creating a scorm 2004(3rd ed) manifest.  What is the relation between Time Limit Action and activityAbsolutelDurationLimit?

These 2 items are unrelated. Time Limit Action is a legacy element from SCORM 1.2 while activityAbsoluteDurationLimit is for sequencing.

Time Limit Action - This is an item the SCO can use for reference. There is no LMS implementation other than to just pass the data to the SCO.

activityAbsoluteDurationLimit - All of the duration based sequencing is not actually supported in SCORM 2004, it is there simply for legacy compliance with the IMS simple sequencing specification.
