In reference to SCORM, I am not able find any separate guidelines for surveys. Are surveys considered same as quizzes? I would like to be able to capture questions and answers for the surveys for scorm courses.

Essentially yes, surveys are considered the same as a quiz, in that SCORM does not define either concept at all, but merely provides tools that can be used either for surveys or quizes. If a survey or quiz were to store questions & responses, it should be using interactions. You can see an example of interactions in use in the "Advanced Runtime Calls" example at the link below.
