The URL you're using is missing the "sig" param. The SCORM Cloud API calls are secure methods which require being signed with your AppId's secret key. For an overview, please see: http://cloud.scorm.com/doc/web-services/api.html#ServiceFormat

Usually, API users will start with one of our client libraries (http://scorm.com/scorm-solved/scorm-cloud-developers/) to create a web app, and put their AppId and secret key in the configuration files. The methods in those libraries will generate the necessary "sig" param for an API call.
