1) Yes, the SCORM Driver can be tested without an LMS by setting the standard property in the configuration file to "NONE". Alternatively, you can your our free SCORM Test Track application (http://testtrack.scorm.com) to test your content.

2) There would need to be some integration work, but technically the SCORM Drive could probably be used with most authoring tools. An appropriate licensing arrangement would also need to be worked out.
