I have a problem in China

The story is I am implementing a Moodle solution across the UK, Spain, China and some parts of Africa. I have a problem in China.

The solution is hosted in the UK. The Moodle works fine with little or no delay but the problem is the learning content. The content is all 'flash based' and the Chinese government filter all content. The content sometimes will not load and the video will not play

My thoughts are to leave the Moodle hosted out of the UK but to locally install the content on a company server or PC.

The problem I have is:

“how do I get the content onto the Moodle page without uploading it to the IMS repository so I am able to run the content from the local drive but users access the learning from the Moodle site"

Help and advice would be gratefully appreciated
