Edit: I'm a doofus. Classification, educational, keyword and others are mandatory for the manifest and scos, but not assets.
I was going purely by the xsd and the top part of SCORM_1.2_CAM.pdf. Lower down I found the chart of which elements are mandatory in which contexts.
Still, it was difficult to get this out of the standards.

The Content Package test gives an error if you have a metadata element that does not have <classification> or <educational>. In the Meta-data test, it's fine. Ditto, with the various <keyword> elements.
The test suite is otherwise fine, it only seems to barf once you start using metadata.
Am I misreading the spec, using the test suite incorrectly, found a bug in the test suite, or am I going bonkers? (not that I've far to go after spending most of the day fighting this...)
I've attached the manifest, metadata and xsl files I've been working with (the _scometa and _resourcemeta aren't included in the manifest, they're just exported versions I tried in the Meta-data test)
Any suggestions or ideas would be most welcome.
Thanks,
Dan Novak
