Since Test Track moved to the cloud the "Manage My Files" link seems to have different functionality. When I click on it, It says I have no files when clearly I have a bunch of courses in Test Track...

The post-cloud move purpose of the "Manage My Files" section is to allow you to import a course which you uploaded through FTP. You would do this if your course was really large and you did not want to risk a timeout during upload. It lists the files in your upload folder and will allow you to import the course after it has been successfully moved on to the FTP.
